According to the "Times" report, one of England's group matches in the 2028 European Cup will not be played at Wembley Stadium.

The 2028 European Cup will be held in England, Scotland, Wales and Ireland. The Times stated that the England team will play two group matches at Wembley Stadium, and the third game will be played at other stadiums in England, such as Tottenham Hotspur’s home stadium, Everton Hill-Dickinson Stadium, Villa Park Stadium, Newcastle St. James Park Stadium or Manchester City’s home stadium Etihad Stadium. At the 1966 World Cup and the 1996 European Cup, all England games were played at Wembley Stadium.

The media learned that all hosts will play three group matches at their respective home stadiums. Except for the host, other participating teams will play group matches in three different venues. Wembley Stadium will not host the round of 16. If England tops the group and advances to the top eight, they will return to Wembley starting from the quarter-finals. The semi-finals and finals will also be held at this 90,000-seat stadium. UEFA will confirm that the opening game will take place in Cardiff, ideally with Wales involved.

Northern Ireland withdrew from the bid due to venue reasons. Two of the three group matches originally scheduled to be hosted by Northern Ireland were arranged to be played at venues in England, and the other was hosted by the Aviva Stadium in Dublin, which means that the stadium will host a total of seven games. Glasgow's Hampden Park and Cardiff's Millennium Stadium will host six matches each, including a round of 16 match and a quarter-final match.

England, Scotland, Wales and Ireland will all participate in the qualifiers, but if the host country fails to advance, UEFA will select the two teams with the best performance in the qualifiers to participate, so there is still the possibility that the host country will not be able to participate.

London will have two competition venues, Wembley Stadium and Tottenham's home stadium, but London will not host games at these two stadiums on the same day. UEFA has received a commitment from the host government that all team buses traveling to match venues will be police escorted to ensure safety and reduce the risk of delays. While there will be no road closures to accommodate the team bus, police escorts will be able to use their lights to speed things up if there is a traffic jam.
